Measures quantify the achievement of population outcomes or how well a program, agency, or service system is working.
Measures Overview


1. Measure name - The Measure name appears at the top next to the Measure icon and the tag, if applicable. Below the Measure name the data tile and graph appear.
The top of the graph includes the title and data source (optional) along with the color bands, target values, forecast values, and actual values. The various parts of the graph seen in the legend can be turned on or off by clicking on them. Hovering over Actual Values will display any comments associated with the data point. Hovering over the Target or Forecast Value points will display their values.
2. Favorite Toggle - The favorite icon will add this Measure to your homepage so you can access it quickly when you login.
3. Measure Properties - The Measure properties of reporting frequency, polarity, and calculation type appear below the Measure name.
4. Menu toolbar - The button toolbar gives you access to Export this Measure into various formats, Embed, and Edit the Measure .
5. Edit Data - The edit data button allows you to enter data values or customize the calculation for this Measure .
6. Edit Forecast - The Edit Forecast button allows you to plot a forecast visually on the graph. Once you click the Forecast button a forecast edit bar will appear at the top of the graph section. You can add additional points to drag and drop them in the pattern you choose. Click save on the Forecast manage bar when you are done to save the forecast to always appear on the graph.
7. Toggle Comparison - If a comparison relationship was created with other Measures, the toggle comparisons button will display. Clicking on this button will refresh the graph to display additional Measures alongside the data for the current Measure.
8. Data Tile- The data tile displays the current actual value and next target value when applicable
9. Notes - The notes section appears below the graph with one note appearing after the next. Measures have four notes by default with your Clear Impact Scorecard site. Notes are rich text boxes in which you can enter supporting information.
To edit a note, click the pencil icon in the top right corner of the note. If you would like to change or update the default notes that get created anytime an Measure is added, review the Default Note Editor support page. The Story Behind the Curve is the first default note.
10. Actions - The Actions section lists out any Actions that are linked to this Measure. From this section you can quickly view the status of these actions while being able to add new or existing Actions.
11. File Attachments - The File Attachments section lists out files that are linked to this Measure. You can upload as many files as you want. Click on a file name to download the file. File type icons display next to the filename.
12. Upload Files - To upload additional files from your computer select the green Upload Files button. You can select multiple files by holding down shift on the window that opens to browse your computer.
13. Remove Files - From the File Attachments section using the pencil icon you can rename the files or use the X icon to delete the file. Note - once a file is deleted from an object if it is not linked to any other objects it will be permanently deleted.
14. Containers - Any containers that this Measure is set to monitor will appear here next to the Container icon. The Container/Measure relationship causes the Measure to display on the Container. The Measure can be viewed on the Container presentation view in the Measures section. The Measure will also display under the Container on any Scorecards that the Container is linked to.
15. Measures that Aggregate this Measure - These are sometimes called parent Measures since they are one level above the Measure being edited. These Measures can be using the current Measure in calculations or just showing that the current Measure is somehow a precursor to the data that was collected for them.
16. Disaggregated Measures - These are sometimes called child Measures since their data is either used to help calculate the current Measure or is precursor/lower level data. If this Measure is set to calculated this section will be moved to the Data section and these Measures will be used for running the calculation.
17. Measures to Compare on Graph - This relationship impacts the graph on the Turn the Curve view for this Measure. If you select comparison Measures here you will be able to toggle the comparison on the Turn the Curve view to seem multiple Measures plotted against each other on the same graph. Measures in this list all must have the same reporting Frequency as the Measure currently being edited.
General Properties
To edit an Measure's general properties, select the pencil icon at the top of the Measure page.

Name
- The name of the Measure
Tags
- This object can have tags added to it. In various lists and reports you can use tags as a filter for finding the scorecard objects you want. Tags also help you keep track of scorecard objects that have the same name but belong to different geographical regions, departments, etc. Most scorecard objects will only need one tag but you can have up to 5 tags. The tag that appears first in the list is the primary tag that will display with the scorecard object. The other tags are used for categorization and allow the object to show up when those tags are selected in the tags filter. To reorder the tags just drag and drop in the tag entry box.
Frequency
- The frequency determines how often data values should be entered. An annual frequency will allow you to enter 1 data value per year while the monthly frequency will allow you to enter 12 data values per year.
- You can create custom frequencies such as fiscal years in the administration module.
- The frequency cannot be changed if data values exist. To change the frequency you must first delete all the data values since otherwise the graph format would not work.
Polarity
- The polarity determines what trend is desired. A Higher is Better polarity means this we would like to see the data values increase over time while a Lower is Better polarity means we want the data values to decrease over time.
Unit of Measure
- $, #, %, etc. You can enter whatever character you need.
Decimals
- The number of decimals (0-6) that can be entered for this object.
Calculation Type
- Choosing a calculation type will prevent you from entering data values directly. If the calculation type is Sum then the data values will be the sum of all the child relationships for each time period and report that number.
- For the calculation to work the calculation type must be chosen and children must be selected on the Relationships tab.
- Data values will be calculated for each time period when the first data point is entered so averages may be inaccurate if not all data points have been entered into the children.

Data Source
The data source entry box allows you to enter a text field with a max length of 250 characters that displays on the graph and in the edit view to annotate where data for this object comes from.
Color Bands
The checkbox to enable or disable color bands will show and hide the color bands accordingly. If color bands are not enabled then no color bands will display on the graph or in line for this measure on the scorecard or on presentation views.
Manual Targets
This checkbox enables or disables the ability to enter target values into this Measure if it is calculated.
Graph Properties
This section allows you to enter a manual override for the Y-axis of the graph. Clear Impact Scorecard will automatically size the graph for optimal viewing but you can choose to set a specific axis range here.
