What to Check when the Rules Don't Seem to Apply

• Is the rule active?
• Does the rule condition match the possible options for the field? If the condition is text based, make sure the field is a text field. Option fields, like radio buttons, will have a regular version for text and a "value" version for numeric values.
• Is the action possible? Ex. Is an already visible field being set to show? 
• Are there multiple rules for the same fields? Could they cancel each other out?
• Were fields archived that are used in rules?
• Were fields made visible that had been hidden?
• Were fields moved to a different section that is not included in the rules?
• Were fields used in the rule that were added after the survey instance started?
